HDR students in Australia are struggling

Presently, the minimum research training stipend is below the December 2025 Henderson Poverty Line.

We ask the House to honour the recommendations of The Universities Accord and the Strategic Examination of Research and Development and lift the HDR stipend to $50,000 per annum!


GUPSA stands with CAPA and Higher Degree by Research (HDR) students across Australia who are calling for meaningful action to address the financial pressures facing researchers during their studies.

HDR students make an essential contribution to Australia’s research, innovation, and future workforce. However, many are currently being asked to undertake advanced research while living on a stipend that does not provide an adequate standard of living. This petition highlights the urgent need for the Australian Government to recognise the value of HDR students and provide sustainable financial support that reflects the important role they play in Australia’s future.

With recommendations from the Universities Accord and the Strategic Examination of Research and Development calling for increased support for HDR students, this petition urges the Government to take action and ensure that research students are not left behind.

GUPSA encourages students, researchers, and members of the wider university community to support this petition and advocate for a fairer future for HDR students in Australia.
